In October 2015 the Ministry of Land, Infrastructure and Transport promulgated and published the “Standards Concerning the Structure and Construction Methods of Interior Architecture.”
The core requirement of the standard is the mandatory installation of facilities to prevent entrapment (pinch) accidents caused by interior entrance doors and similar elements.
Specifically, entrance doors that open into the interior of a building must be fitted with devices that control the speed of opening and closing to prevent entrapment accidents caused by sudden movement; the exposed edge surfaces of glass doors must be fitted with soft-material cushioning to prevent pinching (in the case of automatic doors, cushioning that prevents both pinching and impact must be installed); and the fixed-side edge (the frame/hinge area) of doors installed inside living rooms must be equipped with devices that prevent hand-pinch injuries.
These 2015 standards were issued by the Ministry and are to be applied to multi-use (public) buildings and similar facilities.
Officials had not been aware of the finger-fracture accident involving a four-year-old girl until this newspaper’s reporting.
As a result, a full survey of buildings in the region has become unavoidable.
Because the incidence of child safety accidents rose to the point where roughly 5–6 out of every 100 such annual accidents were caused by being caught in doors, the government moved to make these measures legally mandatory.
